2025年10月14日，中国商务部、外交部、国家发展改革委、工业和信息化部、国务院国资委联合印发《关于进一步完善海外综合服务体系的指导意见》。文件以构建完善与中国对外投资贸易规模体量及发展态势相匹配的海外综合服务体系为根本任务，以提升出海企业国际竞争⼒和维护企业海外正当权益为⽬标，坚持统筹发展和安全，统筹推进服务资源优质供给和⾼效匹配，以打造形成央地联动、区域协同、资源集聚、内外贯通的⽴体化、全链条海外综合服务⽣态。
