On December 5, 2025, China’s Ministry of Commerce issued the “Guidelines for Enterprises on Fulfilling Social Responsibility Overseas,” which require enterprises to fully integrate the fulfillment of social responsibility into their cross-border business development strategies, major decision-making processes, and corporate culture, thereby enhancing their awareness of social responsibility and their capacity to put it into practice. These guidelines provide a practical reference framework for enterprises’ overseas social responsibility practices, helping them better fulfill their social responsibilities in international cooperation along industrial and supply chains, enhance the sustainability of their overseas operations, and contribute to the economic and social development of host countries (regions).
