On June 16, 2025, the Ministry of Commerce issued the foreign trade and economic cooperation industry standard titled “Guidelines for the Implementation of Overseas Sustainable Infrastructure Projects by Chinese Enterprises.” Based on an economic, social, environmental, and governance framework, this document draws upon the International Finance Corporation (IFC) of the World Bank Group’s “Environmental and Social Sustainability Performance Standards” as well as relevant management standards established by organizations such as the International Organization for Standardization (ISO). It also incorporates elements from domestic standards on environmental protection, social responsibility, and compliance, providing a systematic and actionable set of guidelines for project implementation. These guidelines direct enterprises to take concrete and effective actions at every stage—including investment, construction, and operation—to ensure the sustainable development of infrastructure projects.
