Description

The purpose of the OECD DAC Handbook on Security System Reform is to ensure that donor support to SSR programmes is both effective and sustainable. ‚It is targeted at development, security, rule of law and diplomatic personnel - practitioners in field missions, including from the private sector, and those working on policy and strategy issues at headquarters‚ (Executive summary). The Handbook has eight sections:

  1. Principles of security system reform;
  2. Fostering a supportive political environment;
  3. Undertaking security system reform assessments;
  4. Designing programmes of support for SSR processes;
  5. Strengthening national capacity;
  6. Developing an integrated approach to SSR in post-conflict situations;
  7. Implementing SSR sector by sector; and
  8. Managing, monitoring, reviewing and evaluating SSR assistance programmes.
